Caramel is made from caramelized sugar, and butterscotch is made form a combination of brown sugar and butter. I find caramel to be a little sweeter but butterscotch to be a little more creamy. They are quite similar though, and could easily use one instead of the other. If you have a recipes that calls for both there's a reason for it and you probably shouldn't substitute.
