Toughest one that I've ever done is sitting against a wall, as if the wall is the chair back, but there's no seat. Makes your thighs very strong. Here's a page that has a whole bunch of lower body workouts: http://www.fitness-training-at-home.com/thigh-exercises.html

The biggest thing for "toning" is to lower ones body fat levels. Fat covers up all the definition on ones body (nearly everyone actually has a 6-pack, it is just covered by a layer of fat), so to lose body fat you can do HIIT (if not familiar with it, I give a detailed description here: http://www.mahalo.com/answers/fitness/best-exercise-for-weight-loss-definitely-not-cardio-or-walking-or-jogging-or-aerobics it is near the bottom). After that, to build muscle with a cardio exercise I would recommend doing jump squats. These are explosive movements, that when done in high repetition sets will greatly increase your heart rate as well as burning your quadriceps and calf muscles.
