Weightlifting is mostly for strength and toning whereas cardio encompasses running, walking, swimming, so on.

I wouldn't say that there's a best exercise for strength training, because it depends on the muscles you want to work. For a full body workout, most gyms have all the requisite machines and trainers to point you in the right direction.

For just an overall strength movement though, I would suggest deadlifts. These will work your quads, hamstrings, lower back, lats, triceps, traps, forearms, abs, and even your pecs and biceps to a lesser extent.

High repetition squats. Squats will build massive amounts of strength in your quadriceps as well as work your hamstrings, calves, glutes, and lower back. Since there is more muscle in your legs than any other place, this is awesome for strength training (and it will raise testosterone levels due to the muscle it builds, which will allow even upper body exercises to improve). Doing it in sets of 15 or more will increase your heart rate tremendously, and give an increase to your cardio. For just an overall strength movement though, I would suggest deadlifts.
