Yes, to an extent, but there are a lot of factors. You need to know your base metabolic rate. There are calculator for this., but there are so many factors there are hardly accurate. You need to know how many calories you have, which is easy enough if you are having like, pre-packaged meals but not so much when you need to weigh, calculate, and consider every ingredient you use. Plus not all ingredient are the same.. Just because a tablespoon of one type of butter is 90 cals, another might be 150.
The hardest is exercise, because it's based on your weight and even the temperature. I mean, there are many charts that will tell you a 190lb person running for 1 hour at 12.5mph will burn 1056 calories, but how accurate is this, really? Then you need to take in to account things like walking from point A to Point B. Then do the math to figure out your net loss or net gain for each day. People who count calories that closely can drive themselves crazy with "well can I have this orange? Because if it's 60 calories It's fine but if it's 70 calories I'll go over and then I'll be FAT".
3500 calories to a pound of fat, so a net loss of 3500 calories = minus one pound and vice versa.
Use it as a guideline, but don't let it rule your life.
A better thing would be to just be smart about what you eat. Don't eat junk. Thats all there is to it.
