In terms of purely weight loss - not muscle gain or toning - your best bet would be running, elliptical, swimming and walking.
Weight resistance, like lifting and rowing creates muscle, which will make you look more tone, but also increases weight.
Best thing to do is combine various strategies. Work on cardio and weight loss, like running or walking. Build muscle with strength training and aerobics and watching the diet as well. And if you belong to a gym, your personal trainer should be able to point you in the right direction.

Not sure there is one best exercise, cardiovascular exercise is what you need along with strength training. To be honest, the best exercise is the one that you will do and stick with. So many people start an exercise program and get bored with it and quit.

No one can say about best exercise in general for weight loss.Because it depend on that person,his/her died,daily activity,time schedule,availability of exercise instrument,association of any disease of person etc.It may tell that swimming,running,walking are best for anybody.It should be noted that this exercise should do at least one hour every day in morning and evening.Diet also controlled according to weight.
