Pre-production refers to the earliest stages of making a film, before production even starts. This term is often given to a project that is still waiting for a script, producers, actors, funds, and other necessary items.

Online rumor sites often have information on movies in pre-production, but there is a good chance that such movies will never actually make it to production.
