Street Fighter IV complete alternate costume pack not working

I've downloaded the pack, installed it, however I don't see any new costumes when I pick any of the characters, both my game and my PSN acc are US.. all I find is a 140kb file named STREET FIGHTER IV in my Game Data Utility... HELP
