Im sorry to hear that !
I would contact any Navy Base that is close to you ( Google the Name of the Base ) and contact Family Advocay or the Navy Chaplin - both of those are very quick when it is about a Family matter ... if you know where your Ex-husband is stationed at or if he is even still in the Navy you will have it a lot easier.
Once you contacted either one of those 2 you just need to explain your situation and mention that you are granted visitation by the court and that he kept the child from you !
But always remember that this is still a child even if he is 14 or older - you dont know what his dad might have said to him about you - I cant really say what you should do - the advice I have ( due to experiance with my Ex and the Army ) is to go straight to the Chaplin or even Post Commander.
The easy way is to contact the Base he is stationed at at this moment ( google finds everything lol ) ..and take it from there - you might want to get a Lawyer to support you legally !

The best one-stop-shopping resource for answering these types of questions is Military One Source. They can put you in touch with the relevant Legal, Chaplain, or Base personnel who can assist you.

Go to http://www.militaryonesource.com/ or call 1.800.342.9647 any time (24/7).

Your other options are to:
(1) Contact the Navy Chaplain's office.
(2) Contact the base Security office.
(3) Contact the base JAG/Legal office.

In each case, your best bet is to contact the appropriate office on the base where your ex-husband works. If you don't know what base that is, search the Web for the nearest installation to you.
