An inescapable facet of apartment living is noise, so do what you can to block out the sound. Wear earplugs when trying to sleep. Get a clock radio that produces white noise, to drown out the music. Or turn on a fan at night, using that sound to drown out the noise.
As a last resort, do check into neighborhood noise ordinances, though be aware that after filing a complaint, your neighborly relations will deteriorate.

By taking the blame and giving a gift you will invoke the reciprocity effect. He will feel guilty and want to give you back the choclate and say he is sorry--but he can't, it's too late! he has the choclate, he has the letter... his only way of paying you back is to turn down the music.

What is the best approach to get my neighbor to turn his music down/be quieter? I am desperate for a restful night of sleep.

I'd first try talking to your neighbor, explaining the situation. You could even invite him over while his music is playing, so that he can hear for himself how loud it is.If this doesn't work, is there an apartment manager you can approach? I would write him a really sweet hand written letter and put a choclate bar attached to it. Tell him that YOU are sorry for imposing upon him, but that you do have a demanding job and an unreasonable boss and simply MUST get a good nights sleep.
