Most people around here don't have air conditioning because it's rarely needed. For ordinary heat waves (up to about 95 F or 35 C), opening the windows in the evening and running the exhaust fans in the kitchen and bathroom to bring the cool air in, then closing them when it warms up, has a huge effect (even in the hottest weather, it doesn't stay really warm at night). For extreme heat, placing damp towels or sheets in front of room fans provides some evaporative cooling, and a frozen damp washcloth to the face can provide amazing relief.

Where I am living it is pretty hot. The best way is if you have a basement, relax there. Heat rises and leaves the colder air on the bottom. Also buy a fan from a 99 cent store. Those are the bes ways to cool off barely spending any money.
