In short: Yes. According to a study conducted by GeoHazards International on the 20 world cities most vulnerable to earthquakes, San Salvador in El Salvador came in 7th.

Now, this doesn't necessarily mean that El Salvador actually HAS the most earthquakes, just that their infrastructure and preparedness would make an earthquake extremely deadly to the populace. It is estimated that a a 6.0 quake would kill an estimated 11,500 people.
