This would most likely either cripple agriculture around the world, or greatly increase the amount of energy needed to transfer water around. In certain places like Africa, it would be useful, but it wouldn't be very useful in very many other areas. For example, with the loss of rain, rain forests worldwide would begin to recede at an unprecedented rate, and then vanish. Also, in places like China where rice is grown commonly, the loss of rain would destroy patty fields, and even if it didn't, it would force an incredible amount of energy to transport the water to the fields. In the end, the dispersion of rain across the globe would have far more severe consequences than the benefits it would produce.
