The 17 chemicals were identified as part of the EPA's 33/50 Program. This program targeted 17 priority chemicals and set as its goal a 33% reduction in
releases and transfers of these chemicals by 1992 and a 50% reduction by 1995, measured against a 1988 baseline.
The program was finished long-ago, and the EPA only discusses it in a historical sense. You can cite the EPA program directly (including their own publication of the 17 chemicals) in their March 1999 Final Report...

EPA 17 chemicals -- where are they listed?
Apparently there are a list of chemicals that the EPA considers hazardous called the "EPA 17 chemicals". I am not sure if it's 17 chemicals or not. I have found it mentioned in various places, but no list, even on the EPA website. Maybe there is another more official name for this list?

I found the list on some non-government sites, they call it the, "EPA Toxic Chemicals List." Its kinda scary because I work with a lot of these on a daily basis, lol.
