I apologize that your question has gone so long without an answer.
Looking at the course catalog, I believe you can study economics as it relates to environment and natural resources through the University of Houston Economics Department. Classes include:
Econ 3363: Environmental Economics, syllabus at: http://www.uh.edu/~kohlhase/syllabus_envir_fall_2008.pdf
Econ 3385: Economics of Energy, exploring energy markets
Econ 4391: Economics and the Real World "Application of economic analysis to contemporary issues and current social policy". Topics have included global warming and government land use control.
One associate professor that may be able to answer additional, more specific inquiries is Janet Kohlhase, email jkohlhase@uh.edu. There is an assistant professor, Gergely Ujhelyi, email gujhelyi@uh.edu. Both teach Environmental Economics and have listed the subject on their webpage as being an interest and published work in the subject.
Another resource (besides the standard admission/advising route for the Universtiy) would be to contact the Department Undergraduate Advisor, Marion Foley, Marion- Undergraduate Advisor, email mlfoley@uh.edu
