As Timothy McGee's character did not join the show until the seventh episode of the first season, while Gibbs, Kate and DiNozzo had been around since the pilot, he was, as Gabby stated, the rookie and nicknamed "Probie."
He briefly lost the Probie title in a later season, when Agent Lee joined the team, making her the new Probie. She was however killed off a few episodes later, shifting the Probie title back to McGee.
Also, in a few episodes, Mike Franks came back (Gibbs' old boss) and called Gibbs "Probie" as well.
