If you really mean the most scandalous celebrity EVER then I'd say none of the modern crop can even get close to Lord Byron (22 January 1788 – 19 April 1824)...

He was a leading figure in Romanticism.... and before anyone claims that he wasn't a 'celebrity' he managed to outrage most people by his antics as reported in newspapers of the time...

He had numerous affairs with women of the aristocracy, and even his own half sister.. even Brand would have probably told him to calm down there.
He even was in the British House of Lords, where he spoke against the industrial revolution putting people out of work, and also against 'established religion because it was unfair to people of other faiths'... which was incredibly radical in Britain at that time...
After numerous sex scandals (including ones relating to him and his sister) he then left Britain, started a news paper in Italy, Used his own money to refit Greek navy in its fight for independence and as a result of his actions nearly became King of Greece (he didn't but thats mainly because he died first!)
And whats more.... he did all of this despite the fact that he was born with a club foot!
So compared to modern celebrities such as Michael Jackson, Russel Brand, Britney and OJ Simpson he was more creative (as a poet), had a larger amount and more scandalous sex scandal, killed more people, had more fights, took more drugs, overcame bigger physical handicaps, gave more speaches in parliament and had a more lasting influence than ALL of them put together.
Famously described as 'Mad, Bad and Dangerous to know' he took up causes and and unlike many 'war poets' who use poetry as a means of coping with the horrors of war, Byron actually took up war to deal with the frustration of Poetry...

Sex tapes, drugs, when she was being crazy, getting her head shaved, getting drunk and partying everynight, lip syncing, fighting off paparazzi, divorce, case on her children's custody, 24 hour marriage intrigue... I think she almost had every scandal a celebrity could be into.

Jefferson never publically acknowledged the claims and indirectly denied the affair in a personal letter, although later DNA tests showed a "strong likelihood" of Jefferson being the father of at least one of Hemings' children. Although Jefferson wasn't married at the time (his wife had passed away years prior), the Jefferson/Hemings affair spawned an ongoing debate that has lasted over two centuries. He's the most scandalous.
I think a good number two would also be Bill Clinton who "Did not have sexual relations with that woman". Many people like Bill, but if it was anyone else they'd be toast.

O.J. Simpson is the only one that comes to mind at this time. Getting away with murder, spousal abuse and then finally doing some prison time for robbery. Not bad for a guy that claims he's innocent. So far he has done everything but act like an innocent high profile celebrity.

Britney Spears. She's been popular since she's like 14 or something? That's why maybe she cannot handle the pressure of fame. Sex tapes, drugs, when she was being crazy, getting her head shaved, getting drunk and partying everynight, lip syncing, fighting off paparazzi, divorce, case on her children's custody, 24 hour marriage intrigue... I think she almost had every scandal a celebrity could be into.

I used to like her as well. I like her music a lot too. I think she's a little okay now. But the future's still uncertain for her. It seems that she has a weak mind that's why she end up doing stuffs that could just ruin her.

I had been expecting Michael Jackson to come on this list. I am a fan of his too. But I didn't know that Michael converted to islam to marry a muslim girl. Are you sure about that?

His older brother, Jermaine, has been a Muslim for the past 20 years and has spoken publicly about his faith. He reportedly talked to his brother about Islam and was hoping that he might convert. When announcing his brother's death, Jermaine commented, "May Allah be with you, Michael, always."
In 2005-06, Jackson spent nearly a year living in the Muslim country of Bahrain.
In November 2008, several news agencies reported that Michael Jackson had embraced Islam in a brief ceremony in Los Angeles. Both the Telegraph and NY Post tabloids ran stories about the conversion.

the most scandalous celebrity would be Thomas Jefferson, the primary author of the Declaration of Independence. He was the third President of the United States and responsible for revolutionary events in American history including the Louisana Purchase and the Lewis and Clark Expedition. He also owned a lot of slaves and (probably) had kids with one of them. In 1802, during Jefferson's first presidential term, a journalist named James T. Callender published allegations that accused Jefferson of being the father to one or more of Sally Heming's children, a slave at his Monticello Virginian estate. Jefferson never publically acknowledged the claims and indirectly denied the affair in a personal letter, although later DNA tests showed a "strong likelihood" of Jefferson being the father of at least one of Hemings' children. Marie Antoinette was beheaded for her scandalous excesses as the wife of the heir to the throne of France. The citizenry were so outraged they beheaded every member of the royal family, overthrew their government, and became a democracy. That's a very valid answer. I can't think of a more notorious woman in history who is considered to be as infamous as Marie Antoinette. And a guillotine to end it all dramatically.
