Well what makes them number 1 is the fact that they appeal to a huge magazine reader population, all women (mostly).
Men usually read magazines on specific subjects, weather it be cars, science, sports, so on the men's side of thing, everything is spread out.
On the other hand women love the drama and the stories on celebrities.
People offers great writers, and have been very successful which give them a bigger budget to become even more successful, and nothing innovative enough has come up to bring People down.
