Unfortunately the BBC has lost many of the older episodes and so these exist only in audio/script form...
A list of all of the missing episodes can be found here

Some of the missing episodes have been reconstructed from film copies and tapes sent to foreign broadcasters, others have been found in basements and attics, or copies that people made etc

However, if you have Netflix, there is a way to stream several TV shows and movies online. A number of Doctor Who episodes can be viewed in what is called the "instaqueue."
The Mister and I have watched rebooted (Russel T Davies) Seasons 2 and 3 this way, and there appears to be at least two dozen of the old-school episodes from the 60's and 70's.
Of course, this is online, not free, but I've found the Netflix instant movie watching thing super-useful. We don't even get many movies through the mail anymore, but we use the instant online bit all the time.

Doctor Who is indeed an excellent show which has been going since 1963, and is thus the longest running scifi show in the world (and also the most successful) Unfortunately the BBC has lost many of the older episodes and so these exist only in audio/script form...
