According to the General that started the haircut it was an order from the President.

I would guess there would be three main reasons:

Publicity. Got you taking about it.
Respect for Troops.
Saves money: Price of hair products is outrageous. Also gets to give his hair (and makeup) person a needed vacation.

main reason would probably be PUBLICITY.
