So the Animaniacs ... what are they? badgers?

Well, at least that's what Animaniacs character, Dr. Scratchansniff used to call them. He also referred to them as monkeys in this hilarious music video. Though note at the end that Yakko, Wakko, and Dot refute the idea that they are monkeys....but at least it's a theory!:

More likely I'm sure they were based on old ambiguous cartoon characters from the 1920s, the dawn of animation:

A lot of these were based on vaudeville makeup and dress (some of which played on racial stereotypes!). And these anamorphic puppy children just resemble the old blobby cats, dogs, and monkeys of old.
