Most actors/actresses train when they are young as they learn better then - but if you are keen and believe you want to become an actor, then you can never be too old.
At 16, you are still young in some respects - however if you are looking to star in films as a teenage character, you will have to get an agent in the next two to three years. He may put you into one or two minor things before finding out about a large audition for a TV/advert/film role - this will be your moment, make sure your acting skills are good by then.
For the moment, you may want to get a voice coach and a acting teacher to help you. Some acting schools train people from 16-40 or even more. Have a look around. You haven't stated where you are, so I cannot provide this information.

You may be surprised to learn that even very high-profile actors and actresses take classes and train throughout their entire careers. I highly recommend joining a local theatre group and finding a coach or acting class in your area.

Personally, I would think that it is the perfect age. Old enough not to be considered a child star, and young enough that bad habits have not had a chance to accumulate.
