I don't think that Ben changed the rules - the island did when it allowed Ben's daughter, Alex, to die. That's when Ben says "he changed the rules". Then Ben decides to confront Charles Widmore to tell him that he shouldn't have changed the rules, and that now he's going to kill his daughter, Penny.

• Whitmore does not know the location of the Island. Ben acknowledges the Island belongs to Whitmore. Ben can't kill Whitmore. Whitmore blames Ben for the death of Alex. Ben has taken from Whitmore. Whitmore is the financier of the assassins sent to destroy everyone on the island. Whitmore wants control of the Island.
