This depends upon whether or not such aired during the watershed. The possibility of such naughty bits is likelier between 10 PM and 6 AM in the US and between 9 PM and 6 AM in Canada. CityTV in Canada has a history of showing soft-core pornographic material overnight during differing periods of time. This is not carte blanche for lawlessness overnight, though.

As for SciFi and USA, that's actually only a matter of network decisions rather than regulation. Following broadcast rules, though, allows content airing first on those networks to be repurposed for broadcast networks. SciFi and USA are both owned by NBC Universal and our local NBC affiliate lately has been airing the program Monk which started on USA.
