The liquid first has to be up in your nose.
You can tell if you have that ability (which I've done myself) by plugging your nose (you can just squeeze the end of your nose with your hand) and seeing if you feel a small spray of air coming out of a duct from your eye.
If indeed you can feel it, which you may or may not get it on your first try, then you can go on and try milk, water, or some other liquid.
Do it with caution!

How does someone learn how to shoot milk or any liquid from there tear duct?
I want to learn how to do this.
