Its doesn't look like anyone will be getting tickets to see Abba at O2..
I found a lot of media frenzy over this story, but here's a direct quote from Benny Andersson (of Abba) himself:
"No one has ever asked us," Andersson said about the possibility of filling in Jackson's sold out dates at the London arena. "And if they asked us they would have had 'no' as an answer."

Here's a great remix of what they would have covered in concert:

Here is a clip of Benny Andersson on BBC TV speaking about this:

However there will be an ABBA tribute concert at Hyde Park in London on Sept 13th. It looks like some major artists will be performing ABBA songs and Benny Andersson and Bjorn Ulvaeus will attend.

There doesn't seem to be any info on how to get tickets for that, but if I see any in the future I'll let you know.
Hyde Park is a big venue, it's a bit like the London version of having a concert in Central Park.

How can I get tickets for ABBA playing at O2 (replacing Michael Jackson)?
Is it true?
Are they reuniting?

They're only talking right now, so no shows have been schedule.

They are not reuniting, and are unlikely to ever do so. Here is a clip of Benny Andersson on BBC TV speaking about this:
