Our speech laws are very liberal compared to most countries. You have to show malice or reckless regard for the truth to win a libel suit. Only people with lots of money can afford to pursue an award and really for most people it is not worth it.

Unfortunately, the best answer is that people love reading it, if it's true or not. Also, it is very difficult to prove libel and win a judgment, which is the only thing that would prevent the publishers from writing it (since people don't seem to stop reading gossip)
