Deja Vu, starring Denzel Washingon was a great movie, until the very end. I loved the exploration of fatalism in it, but in the end it seems that a non-causal populist mindset won out. (The idea that people going back in time to stop certain things from happening may instead become intertwined in those very events and become causes for them in a way unforeseen to the time travelers was a compelling subplot of the story for me. Essentially they could have ended up causing the very events they came back to prevent).
As far as "big brother in action".... I'm not so sure about that. Big Brother is an Orwellian concept in which the state monitors every aspect of your existence. There is a sense in which Deja Vu could fit this model, but personally I think it's a bit of a stretch. After all, the government's endgame in Orwell's 1984 was absolute thought control. The endgame in Deja Vu is simply to prevent a terrorist attack and save a life.
