The Eye of Harmony - a black hole created (accidently?) provides the energy source to power time travel.

Omega was the solar engineer, who in trying to harness the power of a supernova to drive the Time Lord's time travel experiments, created the black hole which came to be known as The Eye of Harmony.

Is the eye of harmony a term or a device? The Tardis engine is a living entity called the eye of harmony. Is time travel a multidimension travel made possible by a living entity?

mmm ... you got me! I have no idea. I was paraphrasing the wiki entry in my original answer, but after your questions I've looked further and it seems that subsequent Dr. Who series used the concept 'The Eye of Harmony' in an evolutionary way as each series progressed.

Season 2 : In "Rise of the cyberman", the eye of harmony is nearly destroyed with the exception of a small fragment. The fragment regenerates.

The doctor says that the eye of harmony is a living entity. Apparently, the Eye of Harmony is an entity allowing the viewer to see into the time vortex or infinity. Rose looked into the eye of harmony and the doctor had to absorb the time vortex from her to save her causing him to regenerate.
