It doesnt really say that he KNEW him but that he started to investigate when the women Chang was hypnotising started to disappear.

It also doesnt say that he ever did time travel only that Magnus Greel traveled from the 51st century to the 19th.

Magnus had a technology similar time Lord technology but it was considered unstable by the Time Lords.
