Doctor Who : Explain the terms to the Time Lord and Dalek Treaty?

The only treaty between the Time Lords and Daleks I can uncover is the "Act of Master Restitution" mentioned in the Fox Doctor Who movie. Not much is known about that; it seemed to amount to little more than an excuse for the Doctor to be traveling back to Gallifrey with the ashes of the Master at the start of the TV-movie.
