Being the absurd person I am, I have actually attempted this on several occasions. I have done the licking and must admit I have stopped after 100 licks. However, I prefer nibbling and really once you get to the Tootsie roll part you can't continue licking, you have to chew and therefore it's really a trick question.

I am sure it is determined by convection, tongue size, moistness, suction, temperature, and technique. Obviously, an owl can do it in three, but you have to have noticed he didn't exactly lick it - he consumed it like some sort of wild-eyed lunatic. For the sake of science, I tried to count once; after my mouth was sore, dry, and swollen shut, it took around 892 (+/- 10 - was starting to nod off).
