Where can I find cheap, flexible, waterproof material (fabric)?
Not just water resistant but truly waterproof.

Both good ideas... If you need something more abrasion-resistant than a shower curtain but more pliable than a tarp, you can start with a cloth material and apply a fabric waterproofing spray (available at many outdoor outfitters such as L.L. Bean, REI, etc.) Good luck!
