Steve Jobs because he changed technology. Computers and cellular devices will never be the same because of him.
I'd say Bill Gates is the smartest. First off, his measured IQ is wayy over mensa material, measured into the genius range. Second, think of how much he did to advance computing. If it weren't for him, we'd be excited about our schools having 200MHz processors right now, and we probably wouldn't have our own home computers. Despite Apple being his competitors, we probably wouldn't have crazy iPods, iPhones, or portable anything past a beeper with text on it if it weren't for him.
