I would recommend, PlagiarismDetect.com.
Most of these programs (down loadable or not) aren't the greatest at detecting plagiarism. Often times they'll say it's plagiarism when it's not, and sometimes they'll say it isn't even though it is.
If you are checking other people's work-- try copying and pasting a few sentences and putting it in the google search bar. That's the easiest way to find out if someone is plagiarizing and it's free. Usually it is fairly obvious to see if it is plagiarized- and it seems like most plagiarized work comes from the internet anyway- even if it's from a book- most books are on the internet now anyway.

I have one that I just found out yesterday. There is no download and it is completely free but you will have to sign it to use it. I tried it out and it works perfectly.
