However since you didn't do any work, you wouldn't get any credit for it either, and people would mostly likely think you were either very lazy or seriously incapable for turning in something like that.

when writing a research paper, can the whole paper be someone else words?
like the whole paper is research then can i just cite it to avoid plagarizing?

If you produce a piece of work that is mostly or all someone else's work, citing it correctly and putting it all in quotes means you wouldn't be accused of plagiarism. However since you didn't do any work, you wouldn't get any credit for it either, and people would mostly likely think you were either very lazy or seriously incapable for turning in something like that.
