Sync is short for synchronized or to synchronize. It means at the same time, or in the same way. Thus, synchronized swimming is where several swimmers make the same motions at the same time. The word is related to Chronus the mythical god of time. See http://www.etymonline.com/index.php?term=synchronize for the etymology, and http://www.theoi.com/Protogenos/Khronos.html for more about Chronus or Kronus.
Dynamic means in motion, or changing, opposite of static. For example, dynamic resource allocation is one where resources are given when needed and taken away when no longer needed, which means the allocation is ever changing. See http://www.etymonline.com/index.php?term=dynamic for the etymology of dynamic.
