It honestly depends on the field. Peterson's does a great job of asking the right questions and answering them. In the field of Medieval and Renaissance Literature, at one point the rankings were:

1. University of Paris
2. Oxford University
3. Cambridge University
4. Indiana University, Bloomington
5. (I don't remember--I think it was in Germany)

The rankings change from year to year, but generally hold pretty well over a decade or so.

I haven't checked for engineering, but I would guess that Peterson's has M.I.T., Stanford, Purdue, in the U.S. would be in the top five or six.

If you're talking party school or pleasant campus, the rankings are going to be different. It's all dependent on what your criteria are and what you're comparing.
