Don't go to a school because it's near a significant other - that can cause all kinds of problems.
I dated a guy who transferred to the school I was attending because he wanted to be closer to me. He hated my school because it didn't offer the degree program that he really wanted, so he changed his major to something that he really didn't like and, frankly, sucked at. Neither of us were happy at all while he was there, so this rash decision interfered with his future and our relationship all at once. (I did not, by the way, encourage him to transfer. I told him that it wouldn't be a good idea, because we both knew before he made the switch that he couldn't finish his intended major at my school.)
Go for the school that offers the best for YOU, not for you + boyfriend. You and the boyfriend can still work things out, especially in this day and age, when it's insanely cheap to call anywhere in the United States (or even free if he's with the same cell provider, or on your friends list or whatever).
