"Linguistics" is the study of various aspects of language and the human language capacity. Linguists (in the academic sense of the word) are concerned with language as it exists (though theoretical linguists, especially syntacticians, may trim away certain messy details of language for the sake of creating models), and are not generally interested in telling people how they ought to use language. "Prescriptive linguistics," then, is nearly an oxymoron.
