I held a photo contest too in my blog last September. It was a success! I didn't use any special application though. I just required them to send the images via email and told them to put 'iamrichgirl photo contest' for their subject so I could sort my emails for the contest easily.
This is good if you want to have your own personal copy of their entries just like what I did. For me, this isn't just a contest to promote my site but also to meet other bloggers out there. I also required them to post an entry on their blog about the contest. I had some sponsors then and for them to be encouraged to sponsor me, I have to help them advertise their site. There goes the reposting of the contest in their own blogs. :)
Once you chose the finalist, you can upload them via photobucket or imageshack. I used imageshack in my contest. So you just have to put the images link on your post once you've chosen your finalist.
Then, I added a Poll tool available in blogger. There are lots of free Poll tools you can personalize such as:
http://www.polldaddy.com/
http://www.blogpolls.com/
http://www.vizu.com/
http://www.freeblogpoll.com/
http://www.blogpoll.com/poll/
http://polls.blogflux.com/
http://dev.wp-plugins.org/wiki/wp-polls - for wordpress blogs/sites
Then I alloted about two weeks for the voting process. Then days after the poll ends, I posted the winners in a table with the points they acquired. I set the judging criteria to 50% - voters and 50% - from me plus four other people.
That's how my contest went. I didn't really use an app to automatically forward me the images. But the contest went really great! :)
Check out some of the posts I made regarding the contest!

One of the easiest, fastest, QAD methods is to simply grab a FuForum or PhPBB kit, install it, and launch a forum. The forums naturally come with methods for people to register, and then upload pics as attachments to posts, and both of those forums come with the tools to set up "polls" for people to vote on things like topics and pictures.

I want to host a photo contest to promote my website, where people submit photos and go to vote on photos. Is there a good tool?
Ideally I'd be able to brand this to look like my website and use my domain name, if possible. I can deal with either a hosted tool or a software package.

Here's a way to host a photo contest - looks like it's typically for development or fund raising events, but perhaps could work for your purposes. Check out the application here: http://www.factor360.com/page23.aspx Try tweeting and mentioning it on Flikr to draw in many talented and interested photographers - good luck!

Sounds like a great contest!
Gallery supports voting and the other things that you describe.
While it's possible that Gallery will work off the shelf for your contest, it is completely open source and can be customized to fit your exact requirements.

Hmm... if you're looking for an app where people can upload photos that get entered into a round-robin poll-voting system that will eventually resolve in one being the most popular, I could hammer one of those out in an afternoon which you could drop into your site as long as your ISP allows for compiled cgi's (not just interpreted PHP type stuff), which means, because it's that easy, there's probably dozens of public sites for doing exactly that, therefore just launch your favorite search engine and enter some keywords like "member photo gallery contest" or something like that, and do a search and just make sure they let you integrate into your site on at least an iframe level. One of the easiest, fastest, QAD methods is to simply grab a FuForum or PhPBB kit, install it, and launch a forum. This will be a photo contest with a prize, maybe $1000 to the winner, where people will enter by submitting their information and a photo. People will then tell their friends to go to the contest and vote. To vote, their friends would probably also need to register.
The purpose of the contest is to generate web traffic, web links, press coverage, and interest in a new business and its products.
