Every single web payments provider has a developer's area with documentation, tutorials and sample code for most major web platforms. So far Pay Pal's is the nicest one, they go as far as giving you a full sandbox for testing, which so far has been very useful to us.
From professional experience, I know that 2Checkout, Authorize.net and Cybersource all provide extensive help on how to connect to their services. I am not a fan of Cybersource but it works. I have implemented both 2Checkout and Authorize.net with very little drama. The best testing facility is still the Pay Pal sandbox.
As for PHP itself, you need to go to PEAR and see if there are modules for the gateway that interests you the most, it could save you a ton of time and grief.

PayPal has a developer program that has many API's and ways to connect to PayPal and allow users to pay via PayPal
One downside to paying with PayPal is that your users must either have a PayPal account or sign up for one.
On the other hand you could give a choice to your users. Those who want to use PayPal and pay "safely" can and those who use normal credit car details and feel free to give them to you can also.

PayPal is by far the easiest and safest way to pay online. PayPal has a developer program that has many API's and ways to connect to PayPal and allow users to pay via PayPal
