NCDC has lots of climate data, both global and historical. Much of it is free (with certain licensing restrictions), some of it costs money.
Start here:
http://www.ncdc.noaa.gov/oa/climate/climatedata.html
I'm guessing the Surface Data: Daily or Surface Data: Monthly sections will be most useful to you. The amount of data that's available, and how far back it goes, depends a lot on the country, but some of it goes back as far as 1800.

Are there any websites out there which keeps a record of the local weather in the past? I need a global one.
I will need an international one as I live in Malaysia.

What you'll want is to use the GSOD (Global Summary of the Day) data provided by the NOAA. It includes rainfall/temperature/wind/snow depth for tens of thousands of locations worldwide.
