The elastic band has lost its pull, how I replace it without messing up the entire tutu?

Can you move the elastic around through the fabric? If so, it should be a pretty easy fix. You will need to turn the tutu inside out, and make a small slit through the fabric that surrounds the elastic (it's best if you can do this by a pre-existing seam). Next, pull the old elastic out. You can use it is a guide for measuring your new elastic, which you can insert and sew back in.

Sew the new one first and then get rid of the old one.

I was going to suggest the same thing I think you just suggested. If you are talking about replacing the elastic with a new elastic band. It never dawned on me to take the old one out though.

Old elastic bands are usually dry and they itch. A lot.
