My friend Jee has a Jack Russell, same story. Alice is 11 now, and still wound up tighter than a drum.

Most terrier breeds have very high energy levels, but even amongst terriers, Jack Russells have the most energy.

According to Dogster.com it's a result of their being bred to hunt foxes

Jack Russell Terrier History:
Jack Russell, an English clergyman, developed the Jack Russell Terrier in the mid-1800s to hunt foxes and other small game. At this time, the dogs were called “fox terriers,” prized for their endurance on long hunts and ability to dig animals out of their dens. The term “Jack Russell Terrier” was coined after Rev. Russell’s death in order to distinguish the small working dogs from the existing “fox terriers,” which were larger. Even today, Jack Russell Terriers constitute a wide range of different types.

Jack Russell Terriers need a job. Yes, they were originally bred to hunt foxes. That innate tenacity is still in the genes. If someone buys a Jack Russell expecting a house pet and nothing more, it's bad for the dog and a disappointment for the owner. If Jack Russells do not get enough exercise or intelligent stimulation, they can become moody, and sometimes destructive. It's the frustration of needing something to do.

The happiest and most well-adjusted Jack Russells I know work with horses. Then can be easily taught to lead a horse, "herd" it, and they take their assignments seriously. Not everyone can buy a horse for their Jack Russell, but training, dog tricks, anything to give it something to do will decrease the hyperactivity.
