They just see it as something new that's invading their environment so it grabs their attention. Be careful, though, certain breeds of dogs can become obsessive-compulsive about chasing lights and shadows after exposure to laser pointers. I don't think cats have the same issue.
My dog isn't impressed with laser points. She looks at it with an intrigued look, then goes back to what she was doing.

I honestly don't see anything wrong with playing with laser pointers with your pet my best friend plays with her cats with it and we do with our dogs (granted they are hunters) but it is something that they want to learn about and they do it the only way they know how, by trying to catch it to figure it out.
