Since the question is "What is the Most Dog Friendly Region or City in the World?" seems a little bit strange to think that ONLY in Northamerica one can find such a place. But in order to please everyone I will name the best place for Dogs in USA.

According to "www.associatedcontent.com" Dog Fancy Magazine, the world's premiere dog magazine gave:

Nice response and while US locations are great to know about for people who are in those areas, I asked the question b/c I am interested in learning about all areas in the world that rank high on the 'dog friendly' meter. As we have many members from around the world - I am hoping we hear from them on this question...I've heard that France and Paris are very dog friendly...

I was surprised that Forbes has Colorado Springs, CO. at the top of the list on the most pet friendly cities in America.

This of course is per capita and covers everything from acreage of play space to number of vets available.

Since living in Denver for quite some time, I knew that Colorado was a pet friendly and happy place, but wouldn't have guessed that it's number 1 in the US!

I did find it humorous that Estes Park (in Colorado) had a doggie park next to an open area that the elk come through at certain times of the year.
I guess it's a great place no matter what kind of animal you are!

You might want to keep an eye on this page since it looks like people are putting some interesting information down on it.

Regarding other countries...
My guess would be that France and the UK are the most dog friendly.

I can tell you that when it comes to beaches, bars and restaurants it's NOT Los Angeles. Dogs are not allowed on most beaches, and restaurants are very scared of getting tickets even in outdoor spaces.

San Francisco seems much more dog-friendly as I see dogs on the beaches and in bars frequently.
