While dogs may be able to keep their balance better than humans while turning in circles (or chasing laser lights), they still have the same inner-ear mechanisms that allow them to become dizzy. In doing a little research, I even saw that there is a condition called vestibular disease (commonly referred to as "Dizzy Dog") that can lead to the infection or inflammation of a dog's middle ear - causing them to act Dizzy.
