I've seen dachsunds that do it. It is particular to the dog though, and not the breed. Some dogs just have more flexible muscles around their tails and in great excitement are able to twirl it about.

I know my old yellow lab did that, I always thought it was funny, he also had about a 4ft vertical leap, whenever he did both it looked like he was trying to take off. I don't know if it has anything to do with breeds though.

I must say I have not found this to be specific to a certain breed. It seems to be more of a personality trait than anything else.
