Are dogs usually too hot inside a house because of their fur?

If dogs are comfortable outside in 40 degree weather because of their fur, wouldn't they be hot inside in 74 degree weather?

I suspect that dogs are simply better at managing their body temperatures than humans. I believe their panting is a way of cooling their body and so if they are indoors and therefore warmer they just pant more.
