Does Qwest allow you to run a server from your home?

I have Qwest broadband internet service and I'd like to start up a website and host it myself. Is this allowed? What could happen if its not allowed and they find out?

What type of site are you looking to host? If it is for more than just personal/family/friends usage you probably don't have enough bandwidth to support it on a home account. For the cost of getting a business account you can probably just pay for hosting instead of doing it yourself.

There are also security risks involved with hosting your own site because it will necessarily have open ports and be connected to the net 24/7.

If the site is primarily for personal use, I don't think your ISP will (a) find out, or (b) care. The exception being if it uses a lot of bandwidth.

Yes, but only if you have a business account.

This Qwest user says Qwest blocks some ports to make it impossible to setup a home server, but that is because he has a personal account:

Yes you can, on any ISP (Internet Service Provider) But I do warn you that, as a hobby running a server is great, but for effectivness and efficiency it may lack. Hosting companys are the safe way to go, reasonable price, reasonable bandwidth and uptime. Your server is not going to be a sure thing process.

Okay, so Quest doesn't show that it approves it. Yet, it also does not show that option on their services page. If you want to be sure, call their customer service. 1-877-744-4416 :)
